One warning before you trust any of your numbers: if conversion tracking was never set up properly, your dashboard is fiction. I have opened accounts that reported zero conversions while the phone was ringing, and accounts that reported 40 “conversions” that were all page scrolls. Verify tracking first, always. The four usual leaks:

Broad match and auto-applied recommendations. If Google “helpfully” switched your keywords to broad match or you accepted its recommendations, your ads are matching to searches you never intended to buy. Phrase and exact match only, and turn off auto-apply.
The wrong campaign type. Performance Max and Smart campaigns hide the search terms report and spend across networks you cannot control. If you cannot see what you bought, you cannot fix it.

Why am I getting clicks but no calls?
Because the click landed somewhere that did not convert it. If your search terms look clean and your CTR is healthy but the phone stays quiet, the problem is the page, not the ads.
